FSF didn't create its own Apache-like license, but did make GPLv3 compatible (in one direction) with Apache License 2.0. So if you want to combine code that's "GPL v2 or later", like most projects using the FSF boilerplate license header, with Apache-licensed code, you can put the resulting derivative work under GPLv3.

It might be better to break out "GPLv2 or later" from GPLv2 only, and just lump all the "GPL-compatible non-reciprocal licenses" and all the "GPL-incompatible reciprocal licenses" together.
